Middels het Regioplan Voetbalontwikkeling geeft FC Groningen vorm aan de pijler Voetbalontwikkeling. Het Regioplan Voetbalontwikkeling is een samenwerkingsproject tussen amateurverenigingen (hierna te noemen: Partnerclubs Voetbalontwikkeling) uit de regio en FC Groningen. Het doel van deze samenwerking is om samen het algehele niveau van het jeugdvoetbal in de regio te laten stijgen. De samenwerking is voor beide partijen een win-win. Voor Partnerclubs Voetbalontwikkeling betekent dit een doorontwikkeling van het aanbod binnen hun vereniging. Voor FC Groningen heeft het Regioplan een positieve invloed op haar maatschappelijke en sportieve ambities. De gezamenlijke doelen van het Regioplan Voetbalontwikkeling zijn:
Jeugdvoetballers een goede basis te bieden voor een leven lang voetballen/sporten, waardoor we positief bij dragen aan het tegengaan van bewegingsarmoede
Partnerclub Voetbalontwikkeling.
Om een duurzame samenwerking vorm te geven investeert FC Groningen in het organiseren van bovenstaande activiteiten. Om Partnerclub Voetbalontwikkeling te worden dient de vereniging over de volgende punten te beschikken:
De vereniging heeft een jeugdafdeling met meerdere teams per leeftijdscategorie
De vereniging heeft een technische (eind)verantwoordelijke die als aanspreekpunt fungeert
De vereniging neemt actief deel aan activiteiten vanuit het Regioplan
De vereniging ondersteunt de programma's en initiatieven vanuit FC Groningen
